BSP's position on changes for the aviation sector

Business & Science Poland has applied for the withdrawal of free allowances for the aviation industry and the linking of the aviation ETS system with the international Corsia system. BSP advocated the inclusion of all flights departing in Europe in the EU CO2 emissions market and for allocations related to the use of sustainable aviation fuels (SAF).

Proposal for a Directive amending Directive 2003/87/EC

As part of the implementation of the 2030 emission reduction target under the European Green Deal, the European Commission has submitted a proposal to amend Directive 2003/87/EC, which focuses on the contribution of aviation to the EU's emission reduction target and the implementation of the Global Market Measure (CORSIA).

The main tenets of the agreement

  1. Phased elimination of free allowances:
    • By 2026, all allowances for the aviation sector will have to be auctioned.
  2. CORSIA mechanism:
    • Flights to and from third countries in 2022-2027 will be covered by the CO2 Compensation and Reduction Mechanism for International Aviation (CORSIA).
  3. Support for Sustainable Aviation Fuels (SAF):
    • 20 million free allocations will be allocated to the deployment of sustainable aviation fuels.
    • By the end of 2030, fuels identified by ReFuel EU as contributing to the decarbonisation of the aviation sector will be eligible for cost compensation.

Separation of EU ETS and CORSIA mechanisms

  • Intra-European flights: Fully covered by the EU ETS.
  • Non-European flights (to and from third countries): Subject to the CORSIA mechanism in 2022-2027.
  • EEA (European Economic Area): The European Commission recommends that all flights departing within the EEA be included in the ETS if CORSIA does not meet the objectives of the Paris Agreement by 2026.

Activities of the BSP in legislative processes

The BSP actively participated in the consultation processes of the European Commission, analyzed the documents of the European Parliament and the final content of the Directive. These measures were aimed at ensuring that the positions and interests of Polish companies are taken into account in the final regulations concerning the aviation sector within the framework of the EU ETS and CORSIA.

The changes to the EU ETS Aviation system and the implementation of CORSIA aim to reduce emissions in the aviation sector in line with the objectives of the European Green Deal. BSP has played a key role in defending the interests of the Polish aviation sector, striving to ensure fair conditions and support for sustainable aviation fuels, which is crucial for the decarbonisation of the aviation industry.
