Together with its members, BSP has prepared astatement on the European Commission's draft proposal for a delegated act onlow-carbon fuels. We have identified three key elements of the proposed DA thatmay have an adverse effect on the production of low-carbon gases and thus onthe gradual decarbonisation of industrial processes, especially in sectors thatare difficult to electrify. These are:
- lack of flexibility,
- regulatory uncertainty,
- technological selectivity.
We draw attention to the need to diversify themethodology using different technologies during hydrogen production and toengage the widest possible range of solutions, in the spirit of technologicalneutrality, allowing for the achievement of the objective of reducing theemission intensity of EU economies. It is extremely important to take intoaccount the position of energy-intensive industries, especially those that aredifficult or impossible to electrify, located in those Member States that haveambitious and more difficult – compared to other countries and due to theirstarting point – goals to achieve in the decarbonisation process.
The regulations should take into account the diversityof economic or energy models of different Member States.
The upcoming DA is of great importance to members ofBusiness & Science Poland, because as a multi-sectoral organization itbrings together both producers and consumers of hydrogen. The final shape ofthe act may direct further discussion on the category of low-emission gasescontributing to transformation processes and their role in ensuringdecarbonization of sectors that are difficult or impossible to electrify.
