BSP positions on EC Delegated Regulations on renewable hydrogen and recycled fuels
Under the Renewable Energy Directive 2018/2001, the European Commission has published two delegated regulations for the production of renewable liquid and gaseous transport fuels of non-biological origin (RFNBO) and recycled carbon fuels. The first establishes an EU methodology setting out detailed rules for the production of RFNBOs, which aims to ensure that the electricity used for the production of the abovementioned fuel is of renewable origin. The rules to which the Regulation refers relate, inter alia, to temporal and geographical correlation.
The second delegated regulation addresses issues concerning the methodology for calculating the life-cycle emissions of RFNBOs and RCFs in order to achieve the greenhouse gas emission reduction threshold set by the Renewable Energy Directive. The reduction of greenhouse gas emissions through the use of recycled carbon fuels is expected to be at least 70%.
Consultations on both regulations lasted until 17 April 2022. Business and Science actively participated in the process.
